The Miyagi Electric Railway Class ED35 was a Japanese DC electric locomotive operated by the Miyagi Electric Railway and later other railway companies from 1942 to 1980.

The Class ED35 was an early electric locomotive used in Japan. Operated by the Miyagi Electric Railway, the preceding operator of what is now the East Japan Railway Company's Senseki Line, one locomotive was manufactured in 1942 by Toshiba. Despite the fact the locomotive was the only one of its type on the railway, it was given the number of ED35 3 as it was essentially a "continuation" of the older ED27 locomotives, which were numbered ED27 1 and ED27 2. ED35 3 featured similar characteristics to various other locomotives delivered across the country manufactured by Toshiba for private railways, such as the ED37; these were colloquially known as the "Toshiba Standard Type".
With the Miyagi Electric Railway's nationization in 1944, the locomotive was acquired by the Japanese National Railways; it initially operated with no change in number. The locomotives were not affected by vehicle naming regulations enacted in 1952 and continued to operate as ED35 3. In 1956, the locomotive was moved to Toyohashi Locomotive Depot for deployment on the Iida Line; the locomotive was not used much from this point on. ED35 3 was reclassified as a Class ED28 locomotive in 1961 and renumbered ED28 11; this was the second locomotive type to have this designation following on from two similar locomotives acquired from the Toyokawa and Horaiji Railways. ED28 11 was withdrawn from service in February 1962 and stored at Hamamatsu Works.
ED28 11 was later loaned to the Keifuku Electric Railroad in an exchange deal with the JNR, who bought back TeKi 511 with the intent of restoring it as EC40 1 for preservation. Renumbered TeKi 531, it was used until 1980 before it was withdrawn and scrapped.
