The KiYa 95 series is a non-revenue diesel multiple unit operated by the Central Japan Railway Company since March 1997 for track and overhead inspections.
History[]
The KiYa 95 series was developed to replace older track and overhead inspection trains operated by JR Central; prior to this JR Central used a KiYa 191 series set for this purpose.
The first set, DR1, was built by Nippon Sharyo in 1996. After test running DR1 entered service on 30 March 1997, with inspection works commencing on 2 April 1997. A second set, DR2, was built by Nippon Sharyo in April 2005; compared to DR1 it features enhanced equipment and a more powerful prime mover. DR1 was upgraded to have the same equipment as DR2 in March 2006.
When not active, DR1 and DR2 are based at Nagoya Depot. Inspections are carried out twice a day on a bi-monthly basis, with one inspection in the day and another at night. In addition to inspecting JR Central lines, DR1 and DR2 have also inspected JR Freight's lines and lines on smaller private railways such as the Ise Railway, Tarumi Railway, Aichi Loop Railway, Tenryū Hamanako Railway and the Nagoya Rinkai Rapid Transit.
Design[]
The KiYa 95 series use a contemporary squared-off design similar to most Japanese locomotives. They feature a yellow front and unpainted stainless steel sides; it is for their yellow fronts that these are named "Doctor Tokai", an apt reference to their function and a nod to the Doctor Yellow series of high-speed inspection trains.
Specifications[]
Construction is of stainless steel; the cabs are manufactured out of steel. The KiYa 95 series cars are heavily based on the KiHa 75 series sets in terms of underfloor equipment. The Cummins prime movers used by the sets are mated to a Niigata Converter C-DW14A transmission, with DR2 using a N14ER electronic fuel control system to help with emissions.
Both sets are not fitted with a tilting system as there is no practical reason for them to have one installed. Dual square spotlights are installed on the top of each cab car to aid with overhead line inspections. A lozenge-type pantograph is installed on the sets, used to check overhead lines. DR2 is used for overhead line checking, taking over from DR1 when their pantograph mechanisms were swapped in 2016.

JR Central was approached by Deutsche Bahn in 1997 regarding the export of KiYa 95 series sets for introduction onto their railway systems, but due to various reasons this plan fell through.
