The JGR Class 7650 (originally the Kansai Railway Class 23) was a 2-6-0 Mogul-type steam locomotive operated by the Japanese Government Railways from 1897 to 1927.

History

The Class 7650 was an early steam locomotive operated in Japan. The type was ordered by the Kansai Railway, with a total of six locomotives manufactured by the Brooks Locomotive Works in 1897. These were classified as the Class 23 locomotives, nicknamed Onikage (lit. "devil's hair") and numbered 23 through 25. The locomotives's assigned number was not assigned in sequence with the serial numbers; 2775 became 23, 2777 became 24 and 2776 became 25.

The locomotives were reclassified as the Class 7650 in 1909 when a formal rule regarding standardized classification of locomotives was enacted; the locomotives were thus renumbered 7650 through 7652. The locomotives were initially used in Nayoro and Otoineppu; in their later careers they were used for shunting. The locomotives were all retired by 1927, with none sold to private railroads. No Class 7650s have been preserved.
