The JGR Class 7000 (originally the Hokkaido Government Railway Class C1) was a 0-6-0 Switcher-type steam locomotive operated by the Japanese Government Railways from 1887 to 1921.

History

The Class 7000 was an early steam locomotive operated in Japan. The type was ordered by the Hokkaido Government Railway, with two locomotives manufactured at the Baldwin Locomotive Works in 1887. These were classified as the Class C1 locomotives, numbered 4 and 5 and named Shinzen and Chō'an. These were later reclassified as the Class Ea locomotives with their numbers unchanged.

The locomotives were reclassified as the Class 7000 in 1909 when a formal rule regarding standardized classification of locomotives was enacted; the locomotives were thus renumbered 7000 and 7001. Retirements began in 1919 and both were retired by 1921, with none sold to private railroads. No Class 7000s have been preserved, however a model of the locomotive is on display at a rest stop on Mount Iō.
