The JGR Class 1000 (originally the Kansai Railway Class 17) and the related Class 1010 (originally the Sanyo Railway Class 11) were 0-6-0T Switcher-type side tank steam locomotives operated by the Japanese Government Railways from 1894 to 1955.

The Class 1000 was an early steam locomotive operated in Japan. The type was ordered by the Kansai Railway, with four locomotives built by the Baldwin Locomotive Works. The locomotives were assigned the class 17 and numbered 1 through 4; these were nicknamed Mochizuki (lit. "full moon") by the railroad. The locomotives entered service in 1894. A similar batch of four locomotives were ordered by the Sanyo Railway and Chikuhō Railway.
After the Railway Nationalization Act was passed in 1909, the locomotives were reclassified as the Class 1000 and 1010 and renumbered 1000 to 1003 and 1010 to 1013. The locomotives were moved around a number of times before many retired in the 1920s; one locomotive, 1003, was used until 1955. No Class 1000 locomotives have been preserved. The later Class 1000 locomotives are not related to this locomotive.
