The JGR Class 1 (formerly the JGR Unnumbered Class) was a 0-4-0T Switcher-type side tank superheated steam locomotive operated by the Japanese Government Railways from 1904 to 1938.

The Class 1 was an early steam locomotive operated in Japan. The type was ordered by the JGR, of which one locomotive was produced by W. G. Bagnall in the United Kingdom and imported into Japan. The locomotive was originally unnumbered and unclassified as it was used mainly for industrial purposes but when the Railway Nationalization Act occurred in 1909 the locomotive was given the retrospective designation of Class 1, it being the smallest locomotive operated by the JGR it naturally got the smallest designation available. The locomotive was transferred to the Shinoyama Railway in 1911 for light passenger use until it was retired in 1938 and sold to Kobe Steel for scrap.
Some modifications were made at Kobe Steel and the locomotive was redesignated the Class L6. The locomotive was apparently abandoned some time between 1955 to 1956 and was likely scrapped afterwards. To this day the Class 1 remains the only locomotive ordered from Bagnall for the JGR and JNR.
