Duluth & Northeastern Railroad No. 28 is a restored 2-8-0 "Consolidation" type steam locomotive built by the Pittsburgh works of the American Locomotive Company in 1906. It was delivered to handle ore drags on the Duluth, Missabe and Northern railway as their no. 332. It later operated under the ownership of the better-known Duluth, Missabe and Iron Range Railway after the 1938 merger of Duluth, Missabe and Northern with the Duluth and Iron Range railway. In 1955, the DM&IR sold the 332 to a logging railroad based out Cloquet, Minnesota, called the Duluth and Northeastern Railway. It was renumbered 28 and continued to operate, occasionally pulling fantrip excursions, until 1965. It remained in storage for several years and was finally donated to the Lake Superior Railroad Museum in 1974. It was considered to be the last operating steam locomotive in revenue service in Minnesota.
#28 was restored between 2011 and 2017 and occasionally pulls excursion trains on the North Shore Scenic Railroad. In 2019 it was renumbered back to 332 and continues to wear DM&IR lettering.
