Why wasn't it built[]

The two reasons to why BR #72015 "Clan Colquhoun" wasn't built at all was because of an acute shortage of steel, this issue caused the order to be frequently postponed until the advent of the British Railways Modernization Plan had stepped in the way, this had caused the order to wind up being cancelled.
